I am writing STEM curriculum for undergraduate pre-service teachers and graduate pre- and in-service teachers. In my search for a meaningful definition of engineering literacy -- especially as it would pertain to elementary teachers, I came across this blog. I was quite interested to look at the draft you refer to for the "NAEP 2014 Technology and Engineering Literacy Assessment," but was disappointed to discover that this is, evidently, a draft completed before the name and concept included engineering.
